Baking soda and baking powder are not two names for the same ingredient. Both can lighten baked goods but contribute different components to batter. What matters is not which powder seems stronger, but whether the ingredients work together.
Where the bubbles come from
Baking soda, sodium bicarbonate, reacts with a suitable acid to release carbon dioxide. Baking powder already contains the acid component, usually together with starch as a stabilizing ingredient. The American Chemical Society explains this principle through the development of baking powder. [1]

For a proven cake recipe, the specified ingredient is the simplest choice. When it is missing, look for an expressly adapted version. Adding only more acid does not replace a missing leavening agent.
Investigate mistakes systematically
If baking does not rise as expected, record the powder, weighed quantity, altered ingredients and waiting time before baking. Change just one point where possible on the next attempt. This creates a useful kitchen observation instead of a random mixture of corrections.
The package matters too: store dry, use clean utensils and follow instructions. An unidentified white powder is not a baking ingredient. Household cleaning products remain separate from food, even with similar-sounding chemical names.
